The rapid growth of Bhutan’s urban centers has induced tremendous pressure on the existing urban housing including urban infrastructures particularly in the urban centers of Thimphu & Phuentsholing with the supply of housing lagging far behind the demand. According to the study conducted in 1999 there is annual requirement of about 780 dwelling units in Thimphu, 390 dwelling units in Phuentsholing and 1290 dwelling units in various dzongkhags if the housing problem is to be mitigated. As per the ADB report 2004, the housing requirement for low & middle income group by the end of 10 th FYP is 8400 units in Thimphu & Phuentsholing along. Private sector involvement in the housing sector is generally restricted to the commercially viable areas and housing for lower income groups is not seen as an attractive investment. Therefore, the government will be required to continue to provide housing for economically weaker sections of the society. The National Housing Development Corporation (NHDC) was established in September 2003 with the following mandates:

  1. To provide safe, basic & affordable Housing
  2. To promote home ownership
  3. To create a transparent and well functioning housing market

In line with the above mandates, the following are some of the key roles and functions:

  • Oversee and monitor the housing program in the country
  • Develop and manage low cost housing scheme of the Royal Government
  • Acquire land and facilitate infrastructure for housing development
  • Facilitate private sector in the area of land and infrastructure subsidies
  • Develop skills through manpower training program in various construction activities
  • Develop and foster a private sector construction industry through financial & technical assistant and support
